The complete guide to the WDG(JR+) grant for Singapore SMEs
If your company has been putting off AI adoption or job redesign because of cost, the SkillsFuture Workforce Development Grant (Job Redesign+), WDG(JR+) for short, is the scheme to know about. It funds up to 70% of a workforce transformation project for SMEs, capped at $150,000 per enterprise, and it's structured so you don't front the grant portion at all.
This guide covers what the grant funds, who qualifies, how the money actually flows, and the mistakes we see companies make that quietly void their eligibility before they've even applied.
What is WDG(JR+)?
WDG(JR+) is a SkillsFuture grant that encourages comprehensive workforce transformation. Rather than funding a single training course or a single piece of software, it supports the whole journey: understanding where your business is heading, redesigning roles around new tools (including AI), building your managers' capability to sustain the change, and adopting the technology to support it.
The key mechanism is the panel of pre-approved consultants. To use the grant, you engage a consultant from the official panel, who assesses your business, develops the workforce strategy and implementation plan, and delivers the project against approved milestones.
How much funding is available?
Funding support is up to 70% for SMEs and up to 50% for non-SMEs, capped at $150,000 per enterprise, spread across three components:
- Workforce consultancy: up to $50,000. Expert guidance from a pre-approved consultant across the full transformation: assessing business needs (which can include AI readiness and flexi-work arrangements), developing a workforce strategy, redesigning roles, and creating an implementation plan.
- Capability building initiatives, up to $60,000. Training your line managers and HR team so they can drive ongoing job redesign and manage change themselves after the project ends.
- Workforce tech solutions: up to $90,000. Technology that supports data-driven workforce planning and skills development, including AI-powered tools. Note: this component must be combined with at least one of the other two, you can't use the grant for software alone.
The nett fee model: why cash flow isn't the barrier you think
Many government grants work on reimbursement: you pay everything upfront, then claim back months later. WDG(JR+) doesn't. It runs on a nett fee payment model: you pay only your co-funding portion directly to the consultant, and the grant portion is paid to the consultant directly by the programme's Anchor Programme Partner as approved milestones are completed.
For an SME, that means a $100,000 project could cost you $30,000 out of pocket, paid progressively, not $100,000 upfront with a reimbursement wait.
Who is eligible?
The entry criteria are straightforward. Your company must be:
- Registered or incorporated, and operating, in Singapore; and
- Employing at least three local employees (Singapore Citizens or Permanent Residents).
The mistake that voids eligibility: at the point of application, you must not have already made payment for job-redesign consultancy, or signed a contract or purchase order for JR or workforce consultancy, with a pre-approved consultant or anyone else. Companies sometimes engage a consultant informally, sign something, and only then discover the grant. By then it's too late. Talk to a pre-approved consultant first, get the quotation and proposal, and apply before committing.
How the application works, step by step
- Approach a pre-approved consultant. Discuss your needs and confirm eligibility. (Skybots is on the panel, this consultation is free with us.)
- Obtain a quotation and proposal. The consultant scopes the project, assessment, job redesign, capability building, and any tech component, and prepares the documents you need.
- Submit your application. Funding support is accessible at the point of application, so you know your actual cost before work begins.
- Project delivery against milestones. You pay your co-funding share as milestones complete; the grant flows directly to the consultant for the remainder.
What does a WDG(JR+) project look like for a finance team?
Because Skybots specialises in accounting, audit, tax and finance, our projects typically look like this: we assess where AI genuinely fits your workflows (and where it doesn't), develop the workforce strategy, redesign roles so your people move from manual processing to review and advisory work, and create the implementation plan. Alongside the funded consultancy, our separate training and automation services can equip your team and build the tools; the grant itself funds the job redesign consultancy work.
